The rule is for Jump Packs (not Jump Infantry), but yes you are correct buildings,ruins woods etc. are not dangerous terrain for Infantry.
Infantry with Jump Packs take dangerous terrain checks if they land in terrain that is dangerous for Infantry (Marshes and Rivers).
Any Armoured Vehicles or War Engines (Revenants are the only unit that comes to mind ATM) with jump packs would have to take a DTT if they land in terrain that is classed as dangerous for the relevant unit.
