If I understand correctly Chaos Space Marines don't receive the 'They Shell Know No Fear' rule ... yet I don't see them as any less brave or tenacious ... is it simply to balance out the large quantity of fearless units?

They don't have it in 40K and AFAIK never have and so they don't have it in the Epic army

Its also to make them a little bit less of a clone of the Marine army
