Coven 2 and 4 has too many transports.. You have 14 transport slots for 12 units, but I know that's not what you mean..

Apart from that it looks good, if light on Demons. that's a mattter of preference though. I'm planning demon heavy summoning armies.... Icon Bearers and Demonic pacts for all.

I've reread it and you are right.

It's a little odd, but has a counterpart. Imperial Guard Commanders and Supreme Commanders are units,, but Commissars are characters.

Oh well, you live and learn.
