I think the majority opinion is that Commisars should scale more appropriately with army size.

Personally, I think a little bit of variety/randomness in Commisar assignments is a good thing.  I don't think that the IG commanders should know exactly when and where the commisars are going to be.  It's sort of hard for a "political officer" to guage the morale/belief level of the troops if the commander can front run them to make a good impression.

I have no serious objections to a fixed ratio, but for some reason it just seems less fun to me.  Perhaps this is more or less decided and I'm just being overly conservative and trying to preserve the random factor but I'd like a head count anyway.

What about a random chance (50%?) of them being assigned to each formation.  That way you never truly know where they are going to be.  That would accomplish the feeling of the commissars that you described.  :)

But would that then lead to more popcorn armies to get more chances of commisars?  Just being a devils advocate  :devil:

I reckon a fixed amount or something that scales better, say 1 d3 per every 1000 points, are better than the simple D6 we have now.

This is one of those topics where I can be swayed either way. 1D3 per X points seems like a good middle-of-the-road compromise.

Aargh no, 1 per 500 points please. It's been working fine. Having to roll and add or remove models or flags or markers from units is just annoying as hell, leave it for scenarios.

From a modelling perspective, a fixed ratio is much preferable.

No real view either way. 1 per 500 may have been the majority view, if so it was close IIRC.

1x D(3) per 1000 would IMHO give a slight edge to this aspect of the game, but I am not really fussed if people insist on 1 per 500 - they are alway awkward to get rid of. :p

After a tournament where I had 3 Commissars in two games running after rolling 2d6 I would be forgiven in wanting to fix the number of Commissars.

However I don't; I like this random effect it forces you think where the best place for the commissars to go and at times can be beneficial and at others not so.
