Ok bad pun in the title  :whistle:

Now on topic. While i was reading the armylist of the Renegates in the ImperialArmour Vraks books i stumbled over the Apostate Preacher and how his rules affect a unit he joins. An di thought: "Well Inspiring would be a representation of his abilities in Epic, perhabs Fearless too but...this is the same a Commmisar does in Epic!"
And then i realised: The Epic Commissar ISN'T a Commissar. Its a Commissar-Preacher-SanktionedPsyker all in one.

Fearless and Leader is what the Commissar gives. He holds up order in the unit he joins.

Inspiring is what the Prreacher gives. His oratory skills (and the revelation of some Holy Relic) whip up all troopers around him.

The +1 MW EA for CC comes from the Sanktioned Psyker. He has a pletora of relatively short ranged psychic powers.

So i guess the only reason this Character Upgrade isn't named "Advisors" is because the Commissar is the more iconic Advisor for the Imperial Guard.

Could i be right?

Pretty much. Commisars can definately be considered an abstraction representing all the possible advisors combined into one profile. Separating them out is unneccesary at this scale.

Separating them out COULD be nesesary for fluff purposes. For example: The Armageddon Steel Legion doesn't use Priests or Sanktioned Psykers. The Tallarn Desert Raiders uses Commissars and Priests but no Sanktioned Psykers. Cadians Shock Troops use Commissars and Sanktioned Psykers but no Priests, etc...
All Imperial Guard Regiments use Commissars but Priests and Sanktioned Psykers are more local custom than imperial decree.

At most, rename them "Advisors" for those lists where commisars are innapropriate, or rename them thematically (Quartermasters for Death Korps etc), but there's no need to start coming up with separate stats.

Well ALL Guard Regiments have Commissars, sono need to drop the name. And the Death Korps Quartermasters are a wholly different can of worms :)
They are more like Apothecarys with Medic-Servitor Retinue.

This is how I read them: (epic to 40k analogues)

Macro weapon = power weapon/fist

Fearless = Summary Execution

Inspiring = Stubborn (the fact that they won't break easily in combat is well represented by the +1) Also, since Commissars are graduates of the Schola Progenium there's no reason they can't be screaming doctrine at their charges.

Of course if you want to interpret a Commissar as multiple advisers for fluff purposes more power to you! I'm in the process of making my first ever epic army and I'm converting up sanctioned psykers and even an Ordo Malleus Inquisitor just because they'll look cool.

From what I see, the new rules basically give the IG player a free Commissar for nearly every unit capable of having them. We are in the midst of another Eldar : IG EPIC Epic game now (27,000 points each side) and with 54 Commissars and 73 activations he only has a couple Sentinel units WITHOUT Commissars. At 1 per 500 points, why don't you just say every unit that can have one gets one? Are Commissars really so plentiful that nearly all units have one?

Lsrwolf - at the 40k moment, any squad in a platoon could get one - so that's max 6 per platoon.

in reality, most people run the platoon as a 'blob' (one unit of 20-50 men). that gets a single commisar.

That's really not a typical game, and with the balance problems 27,000 pts cause commissars are probably the least of your worries :D

In standard 3k armies there seem to be usually around 8 to 12 activations and 6 commissars.

The army lists are meant to be balanced between 2000 and 5000 points. Anything beyond that is liable to get "interesting". :-)
