I'm still not sure about the "Independent Commissar doctrine" now in use. But if you get less commisars they can't do that much damage even in Thunderbolt, Warlord or Rough Rider.

Oh yeah, Commissars need to be banned from riding Titans and granting them MWCC attacks / Inspiring for free.
