Update. Reworded the Commissar special rule to allow Tank Companies, Artillery Companies and Super-heavy Companies acsess to Commissars.
Made Xeno-Hunter an upgrade for certain formations.
Adjusted some typos.

Perhabs i could include this too:
For +100 points the army gains strategy rating 3 but only against Orks. Could be a general upgrade or only for the Regimental HQ.

With void shields it would become relatively tough. For now its an equal replacement for the 7 Chimeras but i'm thinking about upping the transport space to 18 units (to allow some upgrades). Adding 2 viod shields could be handy too. Hmmmm for an extra 100 points perhabs? Or would this be too much? Its only DC4.
Another idea would be to replace ALL units with the Leviathan and give it SupremeCommander (the regiments Colonel would be in it but wouldn't leave his command vehicle). If you want more punch the colonel could could still order one of his lieutenants to come on board with his own infantry company.
Ok, in Codex: ImperialGuard the Leviathan is described as having void shields. So it will get 2 of them

For conscripts, I'd probably go with a seperate formation rather than an upgrade, and give them initiative 3+.

Well Conscrips have to learn from the veterans. So i think it would be better to attach them to someone who knows which is the business end of a lasgun instead to let them walk around alone and get killed

I think seperate conscript formations would give the army a very interesting dynamic, as well as helping to easily differentiate the different types of troopers on the tabletop.

Well...paint them a white stripe on the helmet and ready are the whiteshields  Really this is the only distinction in Wh40k (at least the Cadians have it this way).
In the SteelLegion the Constcrips would rather represent some Hive Militia i suppose. But if you want to try the list justplay a game with attached conscrpts and one where the Upgrade is simply moved to the Support Formation section.

Hmmm...a whole Conscripts Company perhabs? 24 Conscripts units, 1 Command unit, 13 Chimeras (hey it's SteelLegion expecially newly raised companies should have all starting equipment), Initiative 3+ ?

On Cadia the whiteshields are attached as platoons to companies to learn from the veterans. It's describet on the big picture where the 8th Cadia is displayed.

I've read it somewhere too. This is the reason why they should be organized in a seperate formation. I can't imagine that an officer is teaching the Gang Leader.
Let three of the synch. Lascannons on the Leviathan fire to the left and three to the right arc.

Here two small "typos" in V1.3: You may not attach more than one Commissar to the same unit. Should be only one Commisar per formation.
The second lascannon entry of the leviathan should also have range and firepower.
So far from me.

Well only command units can have commissars. Each company has only one command unit (= the leading unit with the officer which isn't necessary the Commander unit or Supreme Commander unit). So there is automatically only one unit per formation which can have a commissar.
Edited the Leviathans lacannon entry.
I re-read Codex Armageddon and there are Hivegang Militia mentioned for Armageddon PDF armies. There are also mentioned some restictions as enclosed cabines for every open topped vehicle, no acsess to Rough Riders, Ogryns, Vanquishers, etc...
So the "True" Armageddon SteelLegion armylist is essentially a Armageddon PDF armylist.
The Hivegang Militia can be equipped identical to Conscript Platoons from Codex. Imperial Guard, so i guess Hivegang Militia = Conscripts at least rules wise.
They can't be equipped with Chimeras, so they only available for the Regimental HQ and the Mechanised Infantry Company.
I really can't imagine a whole formation of Gangers acting on its own. They would do alot of stuff which isn't desirable (eg looting imperial supply lines, picking in the nose, staring holes in the sky, running away, etc instead of fighting orks) so they will stay to be only available as upgrades.
Vanquishers aren't available anymore as upgrade for the Tank Company, because they can't be produced there and are expressively forbidden in Codex: Armageddon.
I'm thinking about dropping the Shadowsword and replace it with the Stormblade as Imperial Armour says that certain worlds aren't able to produce the power coils for the vulcano cannon and produce Plasma Blastguns instead.
Thus would open the door to introduce Leman Russ Executioners, because it has a Plasma Destroyer as main weapon. Perhabs as upgrade of three tanks? Have to re-read the fluff about it to find a suitable role for this tank in the SteelLegion
