I am just in the process of assembling what will be a Steel Legion army and I am left scratching my head as to where to place my Commissars. As I have not played a game with the guard I am not sure how they will function. My questions are then as follows:
For infantry does it make more sense to place them on the commander stand or just a regular infantry stand?
What other formations are they best attached to?
Any other tips as to their effective use?

Personally, I like to put Commissars with Infantry Commanders, Storm Troopers, Baneblades, and Leman Russes, in that order.

With 6 commissars in a nine-unit army, the bigger question is where not to put your commissars.
That said, I particularly like Commissars in scout formations, or in hard-to kill units. Very often I get a lot of mileage out of the one remaining fearless sentinel or rough rider. Somewhat less often, I get good mileage out of the commisar in leman or commisar w/Ogryns.

Anything I really don't want to get auto killed by losing an assault or by being shot at while broken.

they should go with the command unit, but its usually better to put them on a different one. if you have an upgrade of particular value, it should go in there
one should automatically go onto your BTS unless it is already fearless i usually dont bother with commissar deathstrikes and vultures 1 to every infantry company, 1 to every tank or superheavy company, and 1 to every scout company.
any formation that i want to remain a threat until the end of the game, gets a commissar, to make him choke on that last fearless unit. any unit that will be engaging in assaults, gets a commissar once those are done, anything else thats left gets a commissar based on the likelyhood of one or the other of the above instances occurring, until i've run out of units, or little black caps
