Good points I was originally going to make them slightly worse than siegemasters by having 1 H. stubber per 2 stands and making them better in CC.  Then I decided normal guard inf would be a good point to start from then feedback can change it to get the feel of the army right. Thislist does offer a lot of options for things like "tigers"  teleporting suicide bombers anyone?

In the lore, the beastment, alongside the ogryns, have an unhealthy respect for the commissars. The commissars are the heart and soul of the penal legions and not only supply the faith and motivation to the troops, but are their commanding officers.

The rogue trader compendium has a nice write up about a penal legion, its make up and back story.

Penal legions weren't untrained conscript hordes, for the most part. They are mostly regular line troopers that have either displayed a lack of motivation, zeal and want to a sacrifice themselves for the emperor.(or murder theft etc while deployed etc).

Maybe having the normal INF stands with stats comparable to regular guard and have a support option of fodder conscipts.

I'm going to tinker with this idea a bit more and see what I can put down before I vanish for another 8 months or something heh.

I for one would definately like to see an updated list of this type of force.
