The Raven Guard have been approved with these changes:

Love the list! One thing I was wondering about is why the Sternguard (ranged veterans, rocketlauncher) has a cc of 3+, while Vanguard veterans (power weapons, close combat specialists) are at 4+? |

Vanguard have a second MW attack as well. 1@4 and a mw@4 is better than 1@3. |

It's the first upgrade in the upgrade chart. It gives all the infantry in the formation self planetfall. |
