Even a Vulture with a Heavy Bolter and twin Autocannon has a 5+ FF. A Valkyrie with 2x Heavy Bolters and a Multilaser also has FF5+. I just don't think that FF4+ is warranted.
A Tempest is better at killing tanks than a Typhoon, and almost as good at killing infantry. What it's not is a macro-weapon toting monster like the base Speeder, a Tempest works better with a bit of range between it and the enemy.
