This is like complaining about Land raider formations deploying empty. With the exception of the Tau Orca, all flying war engines that can land are purposful assault craft with heavy armour and many rapid fire weapons; they're designed to be used in assault situations.

So, to answer your question: no, I don't think using assault craft like ThunderHawks or Landing Craft (or Ork Landas) to assault is in any way problematical, against the "intended strategy" of their list or in any way unfair.

Bring along a Necron list with three Pylons. Your SM player might try changing their list after facing the TK AA.
