My concern over the 4 unit formations was actually for their survivability - not so much popcorn. Even if they had ATSKNF (do they?), CC for these guys is usually going to be at a -1 or even -2 due to formation size if they decide to Teleport. Commander is only so good as you lose the activation for the 2nd formation in using it.

I say try it however and see the results.

Warp Quake - as advised before, I like the idea of this as a special rule. Why is it only limited to one squad? Terminators should have such a thing per the fluff and I would not begrudge this being a list wide rule for the army. It makes sense (to me at least).

Fortitude - probably unnecessary. List balance reasoning?

The Grand Strategy - what is the 2nd ability? This is important as the role and versatility of the two rules in comparison may not be worth the same points. Due to this (as I did with the Chosen and Possessed in the World Eaters), incorporate this into the basic unit/s (?)

Librarian Psychic Powers - This should be built into the basic stats of the unit. I would not introduce a 'psychic power' other than a ranged shot much like the Orks have (Wyrdboy as an example).

Suggestion: With 4 unit formations and no fearless, would you consider the idea of an auto rally for the force? It places them one step up from marines and is representative of their mental training. Just another idea.

Otherwise, start to place it in a list format (do you need a template?) as I am sure you will start to get more input when people can read it with a little more structure.

Yes please shoot me a template :) i will look at building in special abilities this weekend. One thing i have not yet dropped in is assassins (vindicare, culexis etc) as roaming individuals didnt see a lot of sense. Thought about making it a character (sniper, disrupt) but there are many already

i recall one of the editions used assassins as a single use attack, the vindicare pops out, fires off a sniper TK shot, then disappears again.

Spitballing - Have you considered removing the BMs for teleporting as a special rule instead to aid them with small sizes? Teleport homer/psychic powers/more accurate teleporting due to Ordo specialities etc? They're Imperial elites and the teleport doesn't have to be an actual teleporter anyway if they have psychic abilities right?

Obviously way too many special rules, but as you say it's just an ideas box.

Definitely don't like the idea of having actual psychic powers that do different things; far too small a scale for that, which is why pretty much every other psychic is treated as a FF MW attack or similar.

The psychic abilities for the base troops are more defensive than oracle IIRC.

Can a GK list really work in Epic?? I don't think so. GK should be left to the Inquisition lists.

There are. Ases where they do work as large sized strike force so yes i dont see the problem with an epic army. I wager that many people will collect larger apocalypse armies model for model ;-)

They seem to be seperating the grey knights by themselves as an astartes force with the mew book. Of course i will wait until the book is out to decide om derails for a v1 list release, but i'm begginning now. Inquisition wise- all ordos inquisitors seem to be present as units in the grey knights codex. It does not seem to be important as to what sort of inquisitor calls the grey knights to their aid, nor the composiution of their henchman retinues so i intend to give them a generic statline.

An assassin idea: ~50pt 0-1 upgrade for a troop formation.
Alliws you to force the opponent to reroll the strategy roll once per game. Could help with the envisaged surgical teleport strikes that may rely on first activation

Will def roll the librarian and grandmaster abilities into stats but it was a fun idea.
Another fun idea is for brother captains to retarget orbital strikes, but again probably to fiddly.

On the other hand i dont simply eant silver space marines.

Also on unit sizes, i want to try four as a base expandable to six or eight by upgrade, so that you have thunderhawk transport options. If you anticipate risking teleport you would want to buy a larger formation to mitigate blast markers. I see it as a risk you tKe teleporting os not necessary.

I really do not like this idea as initiative is such an integral part of the game.

If it were ever introduced, I would say it is worth 100+ points (possibly 200+) as having it for turn 2 or 3 is way powerful.
