The Necron Lord is armed with a Staff of Light (base contact OR 15cm).

As the Necron Lord cannot use both CC and FF values (cannot be placed in a war engine), does that "base contact OR 15cm) mean the choice of CC or FF weapon must be done while making the army list ?

That's how I read it.

I always read it that if the unit assaults, and the Necron Lord makes it to base contact, the stand uses his CC, otherwise, it uses his 15 cm FF.

As have I.  There aren't too many Epic units out there where you have to choose while making the list.  Some exceptions are the SM Dreadnoughts, Eldar Titans (Powerfist or Pulse Weapon) , etc.

My trouble is the wording : what does the "or" between the CC and the FF modes really meens ?

Is the "Staff of Light" a rifle (FF) with ba?onnet (CC) (so choice if in base contact or not) ?
Or must the Necron Lord choose between its "Staff of Light sword" and its "Staff of Light gun" when he goes at war ?

The SM librarian is quite similar (+2A, one CC or one FF) but these +2A are from 2 different 'weapons', there is no confusion.

I just check the Tomb Spiders profile. It is the same thing and I've always considered it as a dual mode weapon before.
So if it's not clearly noted (like SM Razorbacks, SM Dreadnoughts, ...) the "or" in a weapon description means a dual mode in game, right ?

Well, it simply means it can use CC or FF attacks depending on the situation.

Many weapons are noted (for example) :

AP5+/AT5+ --- 45 cm

OR

(small arms) --- (15 cm)

That doesn't mean you have to make a choice before the game, it means you can use one or the other. It's the same for the Necron Lord's Staff of Light, I think.

Wahou! This is a good point for the Necron Lord!  :)

And how about the Abattoir? I don't have to choose its weapons before the battle (+1A Small Arms or +1A Assault)?

It's true that this and/or stuff is not very clear and can lead to confusion, because most of the time it's implicit as you can't shoot and assault at the same time. In fact the or could be replaced by an AND or by nothing in most cases

Concerning War engines in general, the OR means something because they can split their attack between FF and CC.
examples :
1) Abattoir has 3 extra attacks that can be split between CC and FF because of the 2 profiles and the OR word. So that's not +3 CC and +3 FF, but 3 attacks that can be split between the 2 profiles ( as it is 3* one weapon )
2) Eldar power fist : it is either +2 CC TK attacks or +3FF attacks. You have to choose beween the 2,as it is a single weapons

After re-reading my post, I'm not sure to be that clear :)

No, why would you ? You use either statistic depending on the situation.

If the Abattoir is in base-to-base contact, it gets +3 extra CC attacks (1 EA per Scarab Swarm); if it's within 15 cm of the enemy, it gets +3 FF attacks. Of course, since it is a War Engine, you can split those attacks, but you get the idea.

For clarity's sake, those OR's should be changed to AND's.

Quoi, quoi, quoi?!!!

+3 attacks?! You mean the stats are 3 x +1 attack in FF or CC?

Raaaah! How stupid I am! That sounds logical now that you said it. So an Abattoir can have 9 attacks + 3 TK attacks in CC... Wahou!  :D
