The "Necron" rules in the list say:
The Leader ability for the Necron reflects the ability to help other units self-repair.
But the Leader ability only allows you to "remove one extra Blast marker", not to add 1 to the result when regrouping/rallying. This is important, other armies like AMTL could also use that bonus for things like restoring void shields, but they are not allowed to. So the Necron Leaders cannot help to return units to the game.

Well, if the formation has Blast markers on it, you use the leader to remove one of them allowing the pips on the dice to restore Necron units... or Void Shields.

As well, the Necron special rule specifically states you can either remove Blast markers or restore units up to the amount of Blast markers you could normally remove:

When a formation regroups due to rallying, performing a Marshal action, or a Hold action, the formation may either remove blast markers, or return fallen units with the Necron ability to play up to the number of blast markers it could remove, or any combination of the two. For example, if you could remove 3 blast markers, you could remove 3 blast markers, or return 3 units to play, or remove two blast markers and return one unit, etc.
