It's an interesting question that you pose. My current thinking is or what I'm going to start out with for 3000 pts is:
4 x Monoliths, three of which will have two Obelisks each. The other is more of a "light" Monolith
3 Phalanx w/Lord, 6 x Warriors, 3 x Immortals, 3 x Tomb Spyders. This comes from list feedback from Corey. I may decide to go with two "heavy" phalanxes and one "light" (no Immortals or Tomb Spyders)
1 x C'tan the Deceiver (I built him from scratch, so I'm playing with him)
1 x Tomb (seems like a really good idea because eventually someone will start shooting at the Monoliths)
From there, I figure I have to get at least two Plyons in to protect me from getting wiped out by air assaults.
Also, I've got an AEonic Orb, but I don't know that I can justify the investment of points given how not-cheap they are. I love its capabilities, so it's a no-brainer for me in a 4K game, but not sure at lower points. I'll have to fiddle with that.
My first game with the Necs will be next week against Saim Hann. I will post the battle report here.

FYI, against mass armies (orks, nids) you really want the 3 template barrage of Orb. That is nasty.

Very good point. I would certainly look forward to the look on their faces when that happens.
However, I am equally intrigued by the ability to place multiple Monoliths in support range and use the Gauss arc as supporting fire on large groups of targets.
I think that potentially, the multiple Monoliths trick against Tyranids/Orks could yield higher numbers..still looking at that though.

FYI, against mass armies (orks, nids) you really want the 3 template barrage of Orb. That is nasty. | Did the orb Solar Burst get upgraded? I thought it was 4BP, Disrupt? Which would be 2 templates.

[Edit] Actually according to the v4.0 list the Solar Flare is 12BP!

@Hena,
Your batrep was the primary reason that I got intrigued by the Necrons. You showed me some possibilities using Monolith support nastiness + portal usage that really opened my eyes.
Prior to that, I had only seen them as a shoot and plod type of army.
I'm looking forward to my first battle as the Necrons behave completely different than my main army, the Tau.
