If you take a C'tan and he is in reserves, and your attempting to activate a unit that is also in reserves, do you still get the SC reroll on the unit attempting to get on the board?

Nope.

Off Board Supreme Commanders can only use their ability to affect their own formation's ability to come on the board.

Once he's on the table, that's a different story of course, and since the C'tan teleport, that's not hard to accomplish.

Think of it this way.  Those forces in the reserves aren't nessesarily all from the same place.  They could very well have been drawn from many different parts of the Galaxy.

Oh, no biggee on the justification, I just wanted to know when he could impact the roll.

So to summarize, once the C'tan is on-board, he can use the SC re-roll for any unit attempting to activate, who fails. Until that point, he may only influence the unit he is attached to.

Is that rule something that came out when the Eldar started using their portals? Also, is there a Necron FAQ (other than what's at the back of the list)?

Army Update: Finished 6 Monoliths, 6 Obelisks, 6 Phalanxes. Next in line: Finished sculpting my rendition of the Deceiver and I have started on my AEonic Orb. As soon as they are done, I'll post some pictures.

I'm really looking forward to getting these guys on the table. My first game should be in about a week or so against Saim Hann Eldar.

The SC stuff is in the FAQ in the special abilities section.

No Necron-specific stuff outside the list afaik.
