We have a Necron player at my club and recently, we couldn't  agree on a trouble with the Necron rule.

So, Necrons can return their losses when they perform a Rallying, Marshall or Hold action. The question is ; do their formation have to have Blast Markers on them to use this ability or is it just the number they could remove normally if they had any (I'm thinking in particular about the Marshall/Hold action here) ? I believe it works the same as Void Shields, but I'm not sure.

There is also a situation a bit annoying ; we have a formation of one sole survivor that got broken and had to phase out. Luckily, in the end phase, it managed to rally and thus lost all of its Blast Markers it should have. Can it use the Necron rule to return some of its losses instead ?

I hope I can get an "official" answer here to settle our debate.  :D

Formations that phase out then rally lose all their blastmarkers so don't get a chance to bring units back. It's one of the major disadvantages of phasing out.

However, it could marshall through a portal to bring units back as part of its activation.

you only do rallying (the end of turn action) if you have blast markers.

When you do a Hold action, you are going to have blast markers (because you get at least one for failing your activation roll).

You can take a Marshall action even if you don't have blast markers.  In fact, this is the ONLY way you can restore units with the Necron ability if you do not have blast markers.
