Because it's "randomized tournament army" playtesting; to see if "multiple Pylons" breaks any other types of armies.
It's patently obvious that a non-planetfalling five-Thunderhawk-loaded-with-Terminators army is going to get obliterated by a Plethora of Pylon army if they just fly in, but, so far, that seems to be the only army with problems with it, and even that type of army has different approaches it can use to respond to the threat.
In my tournament experience, at 3000 points, I don't think I've ever seen an army with more that 25% in airpower, probably less than 20% on average:
Space Marines: *Maybe* two Thunderhawks, possibly a flight of T-bolts
Steel Legion: Two flights of T-bolts... though the point drop and BP increase for Marauders may change that mix
Eldar: Squadron of Nightwings and a Vampire
Black Legion: points usually spent on Titans
Orks: Two flights of 4-5 Fighta-Bommaz, occasional Landa
Cultists: One flight of T-bolts, occasional Tzeentch stuff
Ferals: none
Necrons: none
Tyranids: none
So, if the Necron player is spending 400-800 points to "suppress" a similar value of airpower, that seems okay to me; especially with how easily the Pylons can be taken out of the equation.
I'm not arguing that a Pylon-heavy army can really hurt an air-heavy army, but every "rock" should have its "paper".
