You should really go read his suggestions again.  The idea was Scout units on the outside perimeter, with the OW on the inside.

The perimeter formations could have done things like break Monoliths with assaults, exactly as you did, as that is a good tactic.  Then, when the Phalanxes assaulted those perimeter formations there would have been no Monolith support, the protected OW would have been able to shoot at the assaulting Phalanxes, killing units and placing BMs before the assault happened.

also, if you have a strong unit with a lot of AP fire on Overwatch, when the Necron Phalanx assaults, you can potentiall break it before it ever reaches combat, thus negating any supporting fire from the Monoliths.

And yes, It can be done, I've done it myself more than once.
