no question it improves the combat effectiveness of the Lord.

If you wanted to restrict the Lord's placement choices easily I'd suggest adding something like 'Necron Lords may only join units with the Necron special rule' to the lord,  or possible 'May only join units which are Infantry'.

That would seem the easiest way to clarify what he can join without adding a big list of 'here's what you can join' to him.
