Is there a combined list for downloadable sources for STL files for 3d printing? whether free or paid?

No, I have a huge amount of STL files, some 40K that I rescaled down for Epic, some made for epic. They are pretty limited to the armies that am am building.

For sisters I have Exorcist, Repressor, Emperors Chapel, Immolator, and Avenger Strike Fighter.
Orks: Landa and a Mekboyz Gargant. Did not download many as army was pretty much complete.
Tau: Orca, Moray and Manta.
Vraksians: Minotaur, Valdor tank.
Eldar: Firestorm. Raven, Falcon, Prism Cannon, void spinner, wave serpent, Hornet, void spinner, Crimson Hunter, Wraithguard, Wraithlord, Phoenix Bomber.
Chaos: a lot of these need reducing - Chaos bikers, Obliterator, Hellblade, Helltalon, fiend Slaanesh, Defiler, Dreadnought.
Dark Eldar: Void Raven, Executer Lander, Vessel of Pain, Slavebringer, Razorwing, Barge of Pleasure, Wraithship.
Guard: Chimera, Sentinel, malcador, Praetor, Gorgon, Valkyrie, Vulture, Sky Talon.
Necron: Monolith, Tomb Spider, Doom Scythe, Pylon, Obekisk, Abbatoir, Sentry Pylon, Warbarqe, Aeonic Orb, Destroyer, Spaceship, Nightbringer FW Necron Battle Board. Some of these need reducinmg down.

Most of these I got from Thingiverse, some from Cults, but I had to pay for them.

Maybe its worth putting a list together for each army is this allowed on here?

I would say that is allowed, because you are not breaking copyright. However the better place to put it would be under the casting, sculpting and creating section. There is a 3D topic in there. I would also allow for notes such as you have to pay for the STL file, or is 40K scale needs to be reduced to 20% for 6mm scale, etc.
