In my travels amongst the Intertubes I stumbled upon a DoW file of Ork decals. So I downloaded it, grabbed the appropriate Gimp plug-in, and made a icon sheet for all to use and enjoy.
It's a 512dpi PNG file so you should be able to open it in MSPaint or your favorite image editor. Just open, arrange icons as desired, and print to some decal film. The icons are in 128px squares so they'll print out to be roughly 1/4"/6mm.
