I was thinking about adding a few more bitz like chaos icons and stuff like that. Talons sounds like a good idea too. Better wait for the green stuff to dry first though

They'll probably be joining my Khorne themed titan legion (Perhaps under the name the Khorne-Dogs or...?) I just figured that the wild look would be most fitting for that particular chaos power.

Good question. I'm not really sure as I've never used Elements. However those effects are usually found in either the "filter" menu or as an or as an option in the "brushes" palette called vivid light. It should work, I think, as many of the various filter packages are designed to work with Elements as well as the full version Photoshop. But it's really difficult to say when you don't know what parts of Photoshop Elements is missing.
