I think this is one of the easist things to settle on, unless I've missed something.

As far as I can tell the AND and OR terms crop up covering two situations.

1) A weapon with two abilities, e.g. the Multi-Melta and earthshaker.
2) 2 or more alternate weapon fits on the same model, e.g. the Marine Dreadnaught.

Unless I've missed something this is it.

Given that I propose the situation is clarified to (someone write this clearly and concisly if you agree!)

AND - A unit with AND in its datafax refers to one of its weapons having having two or more modes of fire. For example the Multi-Melta has both a 15cm MW5+ ranged attack AND gives MW ability to the FF attack of the unit using it.
Note you can only use one mode at a time. Sometime this is obvious -  a multi melta cannot fire and fight an assault. They are seperate actions. A multi-melta armed unit though can, say, give FF support to a friendly unit in an assault then later in the same turn perform a sustained fire action. However a weapon like the Earthshaker can fire a barrage and fire direct. Here the owning player must choose each time the weapon is used whether to fire direct or fire a barrage.

OR - a unit with OR in its datafax refers to having a choice of weapons. This must be made before the battle starts. Sometimes this is reflected by the model, for instance the Space Marine Razorback may have a Twin Lascannon or a Twin Heavy Bolter and this is repesented by two different minitures.

Something else - should the decision for OR be made when you write an army list for the GT scenario?

No, that's not correct.

Within a weapon stat line:
AND - both "modes" of a weapon can (theoretically) be used simultaneously.
OR - the unit has both choices available, but only one mode can be used at a time.

Choices in weapon selection are detailed in the Notes section.  Most of them don't use "AND" or "OR" but if they do, it is between weapon stat lines, e.g. the SM Dread.

Because multiple modes typically include a combo of ranged and assault attacks, AND and OR are effectively synonymous.  They can't possibly be used at the same time because the mechanics don't allow it.

However, there is some concern about how a "ranged OR assault" weapon works.  It could be read as "during the turn, you may either use it in assault mode or ranged mode" and that is a mechanic used in 40K.  For example, an Eldar Warlock can throw a Singing Spear, but if he does so then he may not use it as an assault weapon in the same turn.

I think the easiest and clearest thing is:

*Reserve "OR" strictly for multiple modes that must be chosen during an action - Basilisks, Defilers, Eldar titans in assault.
*Use "AND" in all other cases.
*Weapon selection remains in the Notes section.

I agree with nealhunt. Basically using OR as an exclusive OR, and using AND as an inclusive OR.
