Always played it as they can, cannot find anywhere in the rule book that disallows it. Only mention of not rallying off board is in 4.2.7 where it states Aircraft (that are treat differently when it comes to BMs) are are not allowed to rally in the end phase. |

Agreed you can rally off table and therefore outside 30cm from the enemy as well. |
