I've been away from the Epic and Taccomms forum for quite some time so am feeling out of the loop with the all the big changes, can I ask:

Q1) A revised EA rules set was published on Tactical Command that had been produced by forum members, is that still active and where is the link.

Q2) I notice a 2008 rules errata published on GW's SG site, how does that factor against the rules set in question 1

The Epic Handbook 2008 is the Epic rules with Neal's changes applied.  When Neal's changes were brought before Jervis (et all) the 2008 Errata and FAQ were those that were approved.

So the 2008 Errata and FAQ is essentially a subset of the Epic Handbook 2008. The 2008 Errata and FAQ are official, the handbook isn't.  There are also the TacComm approved changes that are being ratified.  Those are somewhere between the two.

Just to clarify:

My "change docs" had several experimental changes.  For a long time it included competing proposals.  Over time, the competing proposals were narrowed to a single preferred resolution.  Most of the changes were relatively well-supported and the docs sort of took on a life of their own as a repository of recommended changes.  However, the change docs weren't intended as full on recommendations and still included several changes that were controversial.

Markconz incorporated most of those changes into the Handbook (he made calls on a couple of the more controversial ones).  My take on it, based on the various discussions and polls were that something like 40-50% of regular board posters felt the collection was an improvement, about 30-40% thought it was no better or worse, and about 10-20% thought it was worse.

Jervis was presented with both the change docs and Markconz' handbook and trimmed it down to the 2008 Errata and 2008 FAQ.  Those are the official changes.

NetEA is the TacCom project as Hena describes.  As of right now, it basically accepts the official 2008 rules and is mainly a project to generate and test new army lists.  Looking at potential rule changes isn't out of the question, but it's slated for after the army list projects are ironed out.

I rather liked the handbook, and I've used the rules in that for my games so far without any particular issues over some of the more 'radical' changes.  That said, I haven't faced all the armies by any stretch of the imagination, so making a complete judgement is obviously not yet possible.

Thanks to Neal et al for the clarity, time to dig out the troops methinks, although as a purely self indulgent by-line I saw some pictures of my Leman Russ's and Valkyries made it into Epic Raiders!!
