May scouts end their move so that enemy units are in their (10cm) zone of control?
I have found no rule that would forbit that.
If yes, then they could force the enemy formation to take an action including a move. So if the scouts are still near enough when the formation activates, it must not take a Sustained Fire, Overwatch, Marschal with Fire or Hold with Fire or Regroup action.
If no, they must stay 10cm away from enemy units.

That's one of the best uses for Scout units... disrupting enemy movements!

Yes its a common tactic with scouts. Some have complained about the overall effect of it seeming a bit weird on some units (eg sentinels), but generally it's pretty accepted.
