Each AC can copy and paste their own list into the document.

Or just sends their list in as an excel file, which is then linked into word and formated with styles. No copy pasta, no manual formatting, master doc auto updates each time the excel fiel with the data in is updated.

Or just keep them all as separate documents maintained by AC in a standardised format (templated, formated by styles, so people can't mess it up) and then export and merge them all into one mega pdf at the end.

Having each AC prod about in the master doc individually seems like a great way to multiply the chances for mistakes by the number of ACs.

Google Docs can't handle a lot of basic stuff. It would choke and die on the tables.

With regards to compiling a change log, yes Word can compare two different documents and yes there is software to compare the text in PDF documents.

With regards to collaborative editing, I thought Office products had collaborative editing features? Word certainly does in fact have a "merge documents" feature. What is Office Live like, does anyone know?

The most important thing for the Army Compendium at this point is getting it on a website.

The second most important thing is typo hunting.
