IIRC, Irregular makes them for their WWI line ... But it's a bit small for most ... like most 1/285th scale is.  But it would be a start for a convertion ...  And I know some one make a 1/144th scale rail gun and that with mods would work too ... I'm sure one of the others here know ... :)

There was a company out of Quebec salled Leva Productions that did resin terrain that as I recall included a 1:300 railway gun...

I believe they have a distributor in the US currently as well...

I unfortunately don't see the railway gun listed but it might be worth dropping a line to them to see.

Leva's terrain is usually pretty decent.

1/144th rail guns are very commonly available, but they are seriously huge compared to Epic.  A Leopold would be bigger than a Capital Imperialus with an Ordinatus weapon mounted on it :)  The Morser Karl types might come in about CI size.....still seriously 'UGE though.  Both types can be bought as kits or pre-finished models by Dragon, and Trumpeter do a model of the Karl.

Although I really like these models I do feel that they're soewhat small for a Super HEavy Gun. A regular Basilisk or Bombard will look much beefier than these models

That GHQ "Karl" is nice, and may be a good place to start for a conversion ... but it is a bit small, as I said, like most 1/285 is.  The 1/144th scale Dragon is nice, I remember now, and may be a better base for a conversion.  IIRC, some one here was doing that ? IT would be the size of a very BIG Ordinatus !  BOOOOOooooomm !
