When I read the title I thought it was a rhetorical question.
All I can add is that GW is following the managers code to the letter.

Ilushia, here are a number of solutions:
- insert a 4-page Specialist Games booklet in main product boxes, leading to SG website and incidentally mentioning that rules, etc. are FREE.
- sell SG licence to an external company just for production and sale of miniatures, not art and background, which won't have to share the burden of bloated GW cost structure.
- guarantee access to most archive models, no matter the price (they just have to figure out their cost and define the price accordingly, for Heaven's sake!!) at least this will secure worried players that those games are going to last, even if it requires online orders.
- make one or two page of advertisement in every WD, cycling every game.
- have demo tables and prices in tournaments and GW-sanctioned events.
Like I wrote in my rant, if they wanted, they could. The hardest part for us is just that they don't want to build on SG.

Seriously... GW has made the decision to focus on a selection of forces in it's two core lines with an idiotic foray into licenced merchandice with LotR.
Here in North America they've been focused on forcing retailers to carry only what GW wants them to carry and in the quantities they want them to carry.
Then they blame those same retailers for drops in sales of their product.
My local store built the market here over the last 25 years to the point where GW felt comfortable enough to open not one but two of their own stores.
Then they turned around and quite literally told the local outriders that they had to cut the weekly events that they held at the local store down to monthly as they were now "interfering" with the GW store's events...
GW seems to think it's Walmart now... and I for one can live without that kind of attitude. GW doesn't wan't my business?
Fine... I can certainly take it elsewhere. And the more older gamers they drive away the fewer new customers they'll get over the long run.
I say again... idjits.

However as Neal pointed out it'd be nice to have confirmation from multiple sources as this just way out there... even for GW

In this particular case though no... I haven't confirmed it with any off my other old clients as of yet.
This is pretty much along the lines of... or one step past... what they've done here in Canada with the Battle of the Five Armies "blister packs".
The Bo5A figs were shipped in unsealed, plastic clamshell packaging. with no labelling other than a name and the GW barcode.
Those at least were labelled but the retailer was responsible for shrinkwrapping the packs themselves and then either had to find "hooks" to attach to the packs to allow them to be hung on the wall or store them in a case of somekind.
Looks like GW decided to save themselves the 5 cents on the clamshell this time.
As I mentioned this is a store that stocks *everything* GW sells in depth and I'm just repeating more or less verbatim what the purchaser was told by his GW rep.
It's absolutely totally asinine unless you look at it from the perspective that GW doesn't want the retailer to stock those and only stock their core games with the "dregs" being left for GW mail order to handle directly at a 1000% mark-up.
*shrug*
Maybe this is just a Canada specific "feature"... I would expect to hear PDQ if it isn't though.
Or for that matter if it is...

Just as a heads up I've asked one of my other old clients about this.
Evidently he's down to ordering SG now about once per month so he said "I'll get back to you" after he orders the next time.
He also said that his rep hasn't said anything specifically about this but he'll ask when he does his next order...
It'll probably be a couple of more weeks yet though.

My FLGS hasn't ordered anything from SG in years, and has limited their 40K/WHFB/LOTR orders to only replacing existing stock as it sells. Thanks, GW-US!
