Hmmm... my thoughts:
Make the extensively-playtested-and-developed community lists into canon. Have them done up with the same great artwork as in the rest of the SG PDFs.
Redevelop a boxed set, such as was done for Epic 40k: two basic armies, softback rules, terrain, dice, markers, for $80.
Accelerate the release schedule on Tyranids and Tau, followed by Chaos and Necrons.
Every army would get plastic infantry, which would be available in a battleforce box like they used to be.
Modular Titans: Produce a basic Titan body for each race, and then a selection of weapons to choose from. You could also produce the bodies in parts, so that swapping out a torso, carapace, legs, or whatever would allow someone to make several different kinds of Titans. This would help streamline production but still allow for variety.
Revise the price schedule. Basic blisters (i.e., 3 vehicles or so) would be be $8; advanced blisters (superheavies, Squiggoths, four fliers, four Land Raiders, CI/Leviathans, etc.) would be around $14, Titans and other similar ilk would top out at no more than $20.
Or you could go to a flat rate affair such as GHQ has -- five M1A1's cost the same $8.95 as five Humvees. Screw the power pricing. If Reaper can market two Fenri Gunships for $8, then GW can sell two Valkyries for the same.
Make and market terrain packs.
Market aggressively in WD and on the GW family of websites. Give indie retailers special pricing on intro packs of Epicy goodness. Make Epic a centerpiece of GamesDay and whatever other cons GW frequents.
Most of all: stop screwing over the fans!
