I wouldn't doubt that it's rarer. I'm thinking in terms of my personal desirability. CIs are worth more to me than Hellbores. | Hi!
In my experience the Hellbore was a relatively common find in old stores with old stock. Thats why I have so many. I only ever recall finding a CI in such manner once or twice in 10 years.

Primarch | Here in Malta I only ever saw one of each, amnd in just one of the stores then getting Epic - well, GW - stuff. Thankfully, I got both.

Last fall I actually picked up a couple of these to use as Hellbore proxies. They're the Japanese gashapon toy version of the Thunderbird's Mole.
Unfortunately I don't have a digital camera at the moment for a side by side comparison but, size wise the Mole is almost identical to the Hellbore. Slap on a new paint job and "Voila!" you have a Praetorian sized tunneler for under $5 USD.
Plus postage of course.

Agreed, that is a great proxy for a Hellbore.

Doh!
Sorry gents... didn't mean to be a tease like that.
I actually just grabbed mine off eBay. Theres always some listed for anywhere between $2-6 US. All you have to make sure of is that your going to get a legitimate shipping quote and not get hosed that way.
General Thunderbirds Gashapon
or specifically
Thunderbirds Mole
