In my club in spain we use both. We tend to prefer the gently slopped ones. The key is to have the baes weight. Quite easy with most plastic miniatures attaching small coins to the underside of the bases. Stability is almost 100% granted in that case. Since in WHFB there is a modifier for being in higher ground it is significant and we have worked this by drawing a line across the hill, on what is supposed to be the highest ground point.

OTOH we also have several flat topped hills. They are crappy to resolve almost anuthing, but the stability is 100% granted in that case. They are much easier to build, that is the main reason of why they are used.

For 15 mm and smaller games (DBM, mainly) there are gently sloped hills and plain paper scenery pieces in the club. Both work well in such battles.

So the answer is "both". For diverse reasons but both have their pros and cons. For epic I would go for "realistic" hills with gentle slopes, though.
