Not at all knowledgable, but Irregular Miniatures do a 2mm line which is economical and easy to store. They also do 6mm, 10mm, 20mm and 25mm WW1. Which scale are you interested in?

Ruleswise, GW Historical have released a rule set (Great War) which is quite good it seems. Ideally for 28mm, can be used down to 15mm easily.

There's a slew of air combat and naval combat rules, but I'm assuming it's land warfare you mean.

Oh yeah  - link to Irregular.

Argh, hard to resist a package called "World War I - Battlepacks / British/African v German/African"; gunboats, African Queen and Askari!  :blues:
(Ok, I have to add the boats, but you get my drift...)
