I think so, should be enough for every player to have one.  I was considering making a hive city by using a few upper structures from BFG.

Yeah, you get six spaceports, it's a bit of a bummer that they're all of identical Imperial variety but it would have been pretty hard to arrange otherwise (not that I'd complain about having all unique sprues instead of six clones :p )

So, I picked one up myself yesterday, to use with the Boddenski campaign. And for once I agree with it's rules.
There's two parts to the (Planetary Empires) campaign and simple modifications based on what you have.
First there's any amount of fights. These are adjust for size by number of tiles (less get more 'cause less spread out) in difference and per ratio Manufactorums.
The Power Stations give a bonus to initial dice for deployment etc.
Next there's the actual capture of areas. There's a basic die roll to capture an area per won fight. This is affected by various modifiers, both from ratio Shield Generators and closeness and type of area etc.

I feel they have done a great job here. Astonishing as that might sound, coming from me.
But they have also bungled a few parts seriously.
First of all is the Hive City tile only available by mail order, no blister for the (independent) shops to support their work (instead forcing their customers turn to GW directly, really bad sports there).
Secondly there's to fem tiles. The minimum would be two full three radius hexagons, ie 19 tiles per player. There should be 57, not 48; missing nine. it doesn't even help adding two sets of Mighty Empires extra tile sets, that only gives eight.

Anyhow, I feel this has potential. Give each player the 19 (sixteen, hrmph) tiles and let him build one or more planets as his empire. There got to be a spaceport on each thou.
