Sounds like tiranid spores to me. But tau also assimilate people, even if they don't spawn from inside them. So yes, it is possible.

The phrase actually turns up in Hot Fuzz as well... the new movie from the Shaun of the Dead guys... in a somewhat disturbing sense.

Although frankly to me  the usage in the movie more or less  personally fits in with what I think of what the actual execution the Tau's philosophy would turn out to be.
