It's an icon of Khaine (the Eldar god of battle, war and conflict) from the new Dark Elf range and could be appropriate for either Eldar or Dark Eldar. It would need the arms cut and repositioned to a more dynamic pose and guns added over it's shoulder with the sort of mount a Wraithlord has and/or in place of the bleeding heart in it's left hand..

It's an alternative part, used in one of the two possible builds the kit can make, so there should be spares around.

Cool model but looks a bit too large compared to titans etc. Thos 28mm models even are small next to it

Going by the size of the Witch Elves, the top of the helmet is only fractionally higher than the tops of the wings on a Phantom.
