That is because Americans are stupid and do not like to face reality when it does not fit their idea of "the perfect world".
Americans already have a national ID card and it is already used to track almost everything we do. It is called a Social Security Card.
Think about it. It is used to ID you at work, school, in many other aspects of your life. Your credit is tied to it, so is your ownership of many things like your house. Try and get any kind of loan without it.
We are already there and we do not want to admit it.
