What is exactly meant by "rules reference"? If you're looking for a redacted and notated with errata version of the rules you'll probably want the entire NetEA Tournament Pack. If you're looking for a reference of the tables for BP, terrain modifiers, cover saves, etc then page 56 of the above would be your huckleberry.
