We noramlly roll a dice if SR are equal & yes counter teleporting is an effective tactic. But if you win the roll-off you can always ask your opponent to go first giving you the chance to react.

I consider if you choose not to teleport a formation when it's your turn to teleport, then you cannot teleport any more formation during the turn.

Agreed Flogus, the higher SR declares who goes first, then players teleport alternatively (including the Eldar Avatar), and when a player declines he may not change his mind and teleport another formation during the turn.
