Actually, the terrain features don't necessarily grow or shrink in size. What happens is simply the natural error in 40K rangefinding equipment imposed by weather and environmental effects. It's not that the terrain grows or shrinks, it's that its borders become uncertain as distance increases and the environment and communications difficulties increase. The power plant is somewhere in that area. Same thing goes for units. This means that 40K scanners are terrible, but that just goes with the general wild inconsistency of the tech level. It's also a little weird for cover purposes, but that can just be explained as targeting inaccuracies. Jamming tech is nasty stuff. |

The closer the combatants get to one another the more they've slammed, this makes it much harder to read the scanners consistently and makes the nearby terrain seem all crazy sized. |
