The heavy weapons (scatter lasers) are free replacements of guardian stands. Useful to add a little bit of shooting to the guardian host.
The support weapons (D-cannon) are additions to the host, and costs points. They have a better weapon, and also adds numbers, which is nice in itself.

The air unit rules in epic are much to good to not use. It's fun, and it works as it should
If you achieve air superiority, you'll turn minor enemy setbacks into full-scale routs.

Eldar fighters are indeed very good. Personally, I like the Vampires too, for airmobile assaults.

You can, but you don't need to. Eldar can play very well as a shooty, sneaky force with pop-up skimmers and double moves, but rapid assault is a good style too.

It's nice enough for prep fire, but nothing spectacular - three Armour 5+ AVs is just too fragile. The Voidspinner, on the other hand, is nasty - better range and greater resiliency for a small increase in cost.
