Dead titans stay on the board as cover, but do other WE's? Vampires, Baneblades, etc?

Nothing does unless it specifically says it does. I don't think titans generally say they do, do they?

The necron big war engines do, I know that.

No, they are removed. As the ground scales is sliding in Epic one WE wreckage is pretty small in game terms.

No WEs stay on the board under the official rules. That said, it used to be a very common house rule for people to leave wreckage of WEs on the board.

To expand on Meph's comment about scale, the model scale is about 10x larger than the ground scale. So, a 40mm Ork Battlefortress would really only be 4mm wide if you counted it as a big, metal boulder. That's not enough to change terrain effects over.

Except 30+* Orcs and Grots can hide behind it while it's active, and none when it's destroyed.

* Depending on how a particular group plays the Armoured Vehicle Terrain Effect, that could be 60 or more.
