My tanks are on a hill in a hull-down position:

The enemy opens fire with normal shooting, they get the -1 to hit penalty, everything ok.

The enemy shoots with a template weapon, direct fire. Rules wise, they get the penalty too, since they are partialy obscured.

But the question is: would they get the -1 to hit penalty firing a template weapon indirectly????, the tanks are not IN cover terrain like forests or ruins, just behind the crest of a hill, and since indirect fire does not require LoS...

They would not.

As E&C notes, they do not. Hull down is based on the line of sight. Indirect fire does not require LoS, so it would not apply.
