Section 1.13.4 reads
Broken formations count as having as many Blast
markers as units for any rules purposes.
Broken formations do not receive Blast markers after
they have been broken and before they rally. Instead
each Blast marker that the formation would normally
receive causes an additional hit on the formation, with no
saving throw allowed. Apply these extra hits as you
would from normal shooting (ie, from front to back of the
formation).

So the question is kind of this; you fire on a broken formation with one weapon, they loose a unit.  The weapon hits a unit, they fail their save, they loose a unit.  Now this would normally add an additional blast marker, so does this mean they loose an additional unit?  So one shot on a broken unit could potentially kill three defending units.  We made a house ruling and went on, but I wanted a spot of clarification.

This is correct.

Any time a broken formation would normally receive a Blast marker they lose a non-fearless unit instead... this includes "being in range to support" if a friendly formation loses an assault.

It's bad to be broken!  *laugh* :_(

I think the intent is to show how units at the very nadir of morale will disintegrate into individuals running for their lives.  So the troops weren't really killed;  they just have ceased to exist as a coherent fighting unit.  Viewed from that angle, the rules make good sense.
