When I played a lot of SM/TL I could guess 50cm and 75cm ranges to within a centimeter or two. I don't think that's fair to someone beginning the game who doesn't have the same practice. I always hated it when the guy across the table is much better than me because he's spent time throwing poker chips on a table to practice estimating distances. (Yes, I knew WFB players that would sit around the game shop and do exactly that.) I have no interest in doing that stuff and it bugs me to be penalized in a game for not being willing to do it.
Pre-measuring causes some fiddliness and a bit of rules-dependence that people think is not fun, but without pre-measure you just create the opportunity for
different unfair/unfun situations. The player who's willing to spend time practicing estimating exactly 15cm is at an advantage. Beardy players would probably do stuff like mounting vehicles on bases that were exactly 5cm long so they would have something on the board to help them estimate, and so on.
In the choice between fiddly pre-measurements to min-max game rules and having to SWAG distances, I'll take the pre-measuring any day of the week and twice on Sundays.
