Broken units and ZOC

Do broken units maintain their ZOC including the 10cm for scout units?

If an enemy teleports in, gets the first turn and charges my lead unit, can a different unit on Overwatch with a line of sight to the assault fire on them after they complete their charge move but before the assault starts?

Yes, broken units maintain their ZOC, including the extended scouts ZOC.  A unit only loses its ZOC when based by an enemy unit during an assault.  After an assault, the normal ZOC returns.

Yes, overwatch fire is triggered at the end of movement, and charging is definitely movement.  As long as the overwatching formation has LOS, they can fire on the enemy.
