From the core rule book, section 1.7.3

Units may not enter an enemy zone of control while they move, unless they are undertaking an engage action and use their charge move to get into base contact with the nearest enemy unit whose zone of control they have entered.

So, I would say that units must stop outside the enemies zone of control unless they have the movement to make base contact.

That passage to me means that units must move into CC but if they cannot reach, that's fine.

Hena, the section CS quoted only relates to an "Engage" movement - and is a revalatioin to me as I had not spotted the requirement to be able to get into base contact!

No such restriction applies to Countercharges, the only requirement being that they must be towards the nearest enemy. "If they contact the enemy - - - "

There is never a requirement to have to get into BtB ,please check the FAQs

1.12.3 Make Charge Move
Q: How should we interpret section 1.12.3 when it says "Remember that a charging unit that enters a zone of control must move into base contact with the nearest enemy whose zone of control has been entered"?
A: The intent of the rule is that if you enter a ZOC, then you must attempt to move into base contact with the nearest enemy unit whose ZOC you have entered. If you start a move in a ZOC, you can either move into contact with the closest enemy unit, or exit the ZOC by the shortest possible route.

If a unit does not have enough movement to make it into base contact it still moves as much as possible towards the closest unit. The intent of the rule is that you should not be able to charge through a ZOC to reach a unit further away but should alwayss move towards the closest enemy unit even if you cannot make it into base contact.



this has come up before, if a unit doesn't have enough movement to get into BtB then it gets as near as possible wether its a counter charge or an assault .In an assault a unit could even waste its movement by doing "donuts" (moving in circles) before entering a ZoC so it couldn't reach BtB if it wanted.

And if that is fine, then I have another question. Now that both units are within ZoC of each other. Is the opponent forced to move into b-t-b on counter charge if second round of assault happens? As the attacker moves first (and without infiltrate, you need to move when given chance).

Units are never forced to counter charge.From1.12.4
A unit must use their counter charge move to move
directly towards the closest enemy unit. It may move into
base contact if close enough, and as long as the enemy is
not already in contact with two defending units. Units
can choose not to counter charge if they wish, but if they
do counter charge they must head towards the nearest
enemy.
