I hadn't thought about the built up area terrain angle. You can't complain at all about the quality of the buildings, that's for sure. The rickity tenements, in particular are very nice.
For those purposes, although not nearly as cheap as this many buildings for $7.00 or thereabouts, people might want to check out online stores that sell singles of Monsterpocalypse. Roughly the same scale as the Monopoly City buildings although with a bigger footprint, they mostly go for from $1 to $5 (not counting the super rare buildings that you won't really need anyway). They include nuclear powerplants, a whole slew of basic buildings, radar dishes, construction sites, oil refineries, etc. Just pry them off their bases (carefully, they use a powerful glue), and you're good to rebase them yourself or use them as is. Also, although they're onto like set 3 or 4 now, many of the molds are the exact same models in different colors. So if "Oil Refinery" is going for $6, look for "Sewage Treatment Plant" in another set, for example, and it might be cheaper (in this instance, it totally is).
I got a very small scale train set "State Prison" model, and with the addition of a small =I= icon from my bits box and a $3 radar dish, I have a great Ordos headquarters with a 4"x4" footprint.
Just another cool option, that'll work even better for you guys using this "built up area" terrain concept, I bet.
